Akira Toriyama.
As has been said, deserves the credit for Akira Toriyama character design, because he created the series .... Although I'm sure his publisher definitely had the last word on what has come to surrender to! You'll be surprised how much power was the publisher of manga, to the point where they are even forbidden ... However, there remains much Toriyama.
